State Police Commission: More Troopers Needed
Understaffing Said To Cause Many Problems

MIDDLETOWN -- More money and more cops. By its third meeting Friday, that's what
members of a commission investigating the state police internal affairs unit
said it would take to fix the broken system within the department.
Their comments came after two high-level commanders spoke before the commission,
saying a lack of supervision caused by understaffing, particularly in the field,
contributed to many of the internal affairs cases that have recently surfaced.
Gov. M. Jodi Rell formed the commission to investigate the internal affairs unit
after a highly critical report was issued Dec. 4 by the New York State Police
and the Connecticut attorney general's office. The report outlined misconduct
and improper influence in cases against troopers that involved domestic violence, sexual assaults, drunken driving and larceny.
On Friday, the commanders described situations, particularly on the evening and
midnight shifts, in which troopers have little supervision in the field because
there is only one sergeant in charge. Often that sergeant not only has to
supervise five to seven troopers on his shift, but local officers or constables
who are also working under state police supervision.
"What interaction do the troopers have with their supervisor," asked Maj. Peter
Terenzi, commander of the central district. "Little or none. We're too spread
apart. What we are doing isn't working."
"We all agree unilaterally across the board that is what needs to be done. It is
that critical."
John O'Connor, a former New Haven police officer and U.S. marshal, also agreed.
"We have to increase the size of the state police," O'Connor said. "I think that
is of utmost importance."
Rep. Stephen Dargan, D-West Haven, an ex-officio member of the board, said he has submitted two bills to increase the size of the state police to more than
1,500 troopers. The department is authorized to have 1,248 troopers.
Terenzi and Maj. Steven Fields, who commands the bureau of criminal
intelligence, spoke about staffing with the permission of Public Safety
Commissioner Leonard C. Boyle, who is also an ex-officio member of the
commission.
"They believe with more first-line supervisors there would be greater compliance
with our operations manual because there would be closer supervision," Boyle
said, adding that he agrees with them.
So does Maj. Robert Duffy, who is supervising the internal affairs unit.
"I think there are certain cases where increased supervision in the field would
have helped reduce the number of problems," Duffy said.
State police will also need to more than double the staffing with internal
affairs, from four lieutenants to eight, police said. The number of internal
affairs cases doubled last year to 106, he said.
Where the money will come from will depend on the state legislature and the governor, officials said. "That is
what the legislature and the governor will have to do in a bipartisan manner,"
Dargan said.
