Yale Endowment Valued at $10.5
Billion
New Haven, Conn. -- Yale's
endowment earned a 0.7 percent return in
the last fiscal year and totaled
$10.5 billion on June 30, 2002,
Yale's Investment Office has reported.
Investment officials said the
modest investment gain came in a year
when the overwhelming majority of
endowments were
expected to report negative returns.
Yale's endowment had totaled $10.7
billion on June 30, 2001,
the end of the previous fiscal year.
Spending from the endowment in the
University's current fiscal year is
expected to total
pproximately $471 million, a 16
percent increase over endowment spending
in the prior fiscal
year. The endowment's contribution
equals 31 percent of the University's
revenues, over two

I heard 2 more horror stories
today of Lyme patients being admitted
to, and 1 abused (including 2 sexual
assaults while in the hospital, by
other psychiatric patients) in
Psychiatric
hospitals.
Things are getting very bad...

social services support and
the lack of approval of Social
Security Disability... Income.

But it's quite
another to be abused and socially
rejected, medically
rejected, criticized and called "crazy"
instead of
sick (Allen Steere), when all that's
behind it is
political: profit for Yale's "vaccine"
and the opportunity
to consult for insurance companies to
deny patients'
care... to deny sick people care,
their self-respect

A
former top
Rowland administration
official admitted Monday
that he took gold and cash
in return for steering
multimillion-dollar state
contracts, and has agreed to
cooperate with federal
prosecutors in a widening
investigation of corruption
at the top levels of state
government.
Lawrence E. Alibozek, Gov.
John G.
Rowland's former deputy
chief of staff, pleaded
guilty in federal court
Monday to conspiring to
accept corrupt payments and
hiding them from the IRS.
Informed sources said
Alibozek already has
provided information to
federal investigators that
caused the FBI to begin
investigating former
Rowland chief of staff
Peter N. Ellef and a senior
official of the Tomasso
Group, a politically
connected construction
company based in New
Britain.
The sources said Monday that
federal officials are
particularly interested in
the circumstances under
which Tomasso was hired as
construction manager for the
$53 million Connecticut
Juvenile Training School in
Middletown.
The school opened in July
2001 as the centerpiece of
the state's juvenile justice
system. The state Department
of Children and Families
developed the school to
replace the outdated Long
Lane School for juveniles in
Middletown.
Alibozek pleaded guilty
before U.S. District Judge
Robert N. Chatigny in
Hartford. He was
Rowland's deputy chief
of staff from October 1997
to July 1999. Before that,
from August 1996 to October
1997, he was deputy
commissioner of the
Connecticut Department of
Economic and Community
Development.
"He considers himself to be
a moral person and this is a
lapse he can't forgive
himself for," William
Gerace, Alibozek's lawyer,
said Monday night. "He's
devastated and wants the
community to know that, the
majority of the time, he was
a dedicated public servant.
He's hoping that the judge
will be lenient and he's
glad that probation is a
theoretical possibility.
He's doing everything he can
to minimize his sentence."
Ellef, described by various
sources as a subject of the
investigation, was co-chief
of
Rowland's staff from
1997 until last spring, when
he left amid a furor over
the state trash authority's
loss of $220 million in a
deal with
Enron Corp. Ellef was
chairman of the CRRA, the
state trash authority, while
serving as
Rowland's top aide.
Federal officials are also
investigating the
Enron deal.
The Tomasso officer
described by informed
sources as another subject
in the investigation is
William Tomasso. The sources
said Tomasso and Ellef are
friends who have traveled
together in the past.
Hugh Keefe, Ellef's lawyer,
said Monday night that he is
not aware of any evidence
implicating his client in
wrongdoing.
"I have heard absolutely
nothing, after having spoken
with Mr. Gerace and with the
federal authorities," Keefe
said.
Tomasso and his Washington,
D.C.-based lawyer could not
be reached to discuss the
case.
The sources said they are
not aware of any information
linking
Rowland to misconduct.
Two senior
Rowland aides said late
Monday that the governor's
office received two federal
grand jury subpoenas, in
November and December,
seeking information related
to Alibozek and Ellef.
In addition, the aides, who
spoke on the condition they
not be identified, said the
governor's office gave
federal investigators
information related to the
Tomasso Group, and
affiliated business
entities, including Tomasso
Brothers Inc., TBI
Construction Co., Tunxis
Management Co., Tunxis
Plantation Country Club in
Farmington and Tenergy Water
LLC.
The aides said that federal
investigators were
particularly interested in
three major state projects.
In addition to the juvenile
training school in
Middletown, those projects
are a new parking garage at
Bradley International
Airport in Windsor Locks and
the Superior Court and
Center for Juvenile Matters
in Bridgeport. Bridgeport
Mayor Joseph P. Ganim is
currently on trial, accused
of splitting $100,000 in
kickbacks in connection with
the Bridgeport project.
The initial $27.5 million in
bonding for the school for
boys in Middletown was
approved in 1999 and awarded
on what was described as an
emergency, no-bid basis.
The
Rowland administration
rushed to build the new
facility after 15-year-old
Tabatha Ann Brendle of New
Britain committed suicide at
Long Lane in September 1998.
Hers was the first suicide
at Long Lane in the school's
125-year history, and her
death became a rallying
point for finally shutting
Long Lane down after years
of criticism that it was too
old and unsafe.
A source involved in the
case said that the payments
- which Alibozek has
described and which are
under investigation -
involved "hundreds of
thousands of dollars" in
checks, cash and American
Eagle gold bullion coins.
Federal prosecutors filed a
document in court Monday
that described their
investigation in only the
most general terms. The
document, which formed the
basis of Alibozek's guilty
plea, does not name any
other conspirators.
Rather, it accuses Alibozek
of conspiring with unnamed
others to accept illegal
payments from a contractor
in return for steering
contracts that fell under
the jurisdiction of the
state Department of Public
Works and the state
Department of Children and
Families.
The document describes that
contractor as "Entity A."
Federal prosecutors allege
in the document that
Alibozek and unnamed others
collected kickbacks through
a state-registered, Limited
Liability corporation called
TREA, LLC.
According to a person
familiar with the
allegations, Ellef is a
silent partner in TREA, a
landscaping company
investigators suspect was
set up to take payments -
checks - in exchange for
steering contracts to
Tomasso.
TREA was incorporated in
July 1999 and dissolved five
months later.
But, as the investigation
continues, the source said,
payments in exchange for
granting Tomasso contracts
allegedly predated the TREA
arrangement, and continued
afterward with payments to
another landscaping company,
this one set up by Ellef's
son and wife, LF Design LLC,
of New Britain.
Sources said the initials in
TREA stand for the last
names of Tomasso, Ellef and
Alibozek. They said the R
doesn't represent anyone's
name.
