(Below item- This is another public service announcement about the cognitive 
abilities of recipients of dot guv paychecks.  If you have a brain problem, seek

Mrs. O'Connor was represented by William Dow III, who also represented Governor 
Rowlandgate at the same time he represented Jennifer O'Connor- who had to deal 
with the even *more* mentally retarded DCF.

The kid is dead, Mrs. O'Connor is in jail.

What's the other common denominator?  No one at Yale or DMHAS has any idea what 
a Pervasive Development Disorder is, even though Yale has an Autism Clinic, 
where the criminal Patricia Leebens claims she "works."

If Governor Rowlandgate's crimes were related to a "racket," whereby the DCF 
defrauded the federal government over the money needed to warehouse the epidemic 
of new orphans, and defrauded the federal givernment over the TANF funds, then 
Mrs. O'Connor, being a victim of DCF's misplaced priorities, should not have 
been represented by William Dow because Dow could have otherwise defended Mrs. 
O'Connor on the basis of shared liability.

Dow could have said, "This child is dead because the DCF are morons and think 
their only job is kidnapping.  Yale and DMHAS are 100% incompetent to all brain 
matters, despite the millions they get every year in grants. Mrs. O'Connor asked 
for parenting skills training from the DCF.  Could her request have been more 
clear?  Did DCF's incompetent response cause Mrs. O'Connor to destabilize 
further?"


It would have been a case that set the precedent for valid neurocognitive 
assessments and federal aid for people with learning disabilities.

Such a concept did not satisfy Kommissioner Rowlandgate's lust for NUMBERS OF 
BODIES.  The DMHAS Commissioner also is at fault and is not qualified for his 
job.  He's not even a medical doctor of any kind.

DMHAS and Yale Psychiatry do not like valid data.  An actual laboratory result 
of any kind subtracts from the illusion that psychiatrist can give forensic 
testimony, yet Yale is clearly aware of the valid parameters brain function

These concepts cannot be communicated to the CT legislators in any way.  They 
speak yet a third language.

This is one of many case examples of DCF's extreme incompetence and we know to 
be the tip of the iceberg.  We now have a condition where MORONS train the 
MORONS.    Hopefully when the Feds take over the DCF in May, they'll send us 
someone who has a brain and speaks English.  

Laura Lustig is a moron-trainer and she knows absolute zero about brains.  I had 
to explain it all to her.   That meant I was paranoid, to Laura Lustig.  

Paranoia is where you recite medical and scientific facts such as "neurosyphilis 
is a disease of the brain," and say things like "autism is a learning 
disability," to a DCF moron-trainer.   

In fact, these cases prove that the entire DCF staff is eligible for federal 
assistance as a class of learning disabled persons who should be warehoused in a 
widget-manufacturing plant, made to live in dormatories, and the DCF-Moron 
Campus should be surrounded by 20 foot high barbed-wire fences to prevent their

DCF are insane and dangerous to themselves and others.

Accountability is the answer.  This is the exact opposite direction DCF and 
DMHAS want to go.  Consider how much time and effort they put into protecting 
their right to harm??   We pay for that too.

The Jennifer O'Connor Case.  She should not be in jail.  There was absolutely no 
one she could ask for help from.  Her step father is a Yale Urosurgery 
Professor.  How could anyone know she would not be getting the best care from 
anyone associated with Yale Department of Psychiatry?  No one there knows what a 
Pervasive Development Disorder is, even though they have an Autism Clinic:

"25- C)  Jennifer O’Connor:  Mrs. O’Connor informed Plaintiff KM Dickson that 
she had asked the DCF to come and give her parenting skills in regards to 
herself and her daughter Sara.  Approximately April 2003,  DCF came to visit 
Mrs. O’Connor, found “no abuse or neglect,” and declined the request for 
assistance.  A few weeks later, Mrs. O’Connor shot and killed her daughter, 
presumably as a result of her deficit in parenting skills, which was not 
addressed by DCF despite the specific request.  Plaintiff KM Dickson feel this 
behavior on the part of the DCF is consistent with the DCF staff not 
understanding big words like “Neuroborreliosis,” which the DCF staff calls 
“bizarre talking,” and is consistent with the acknowledgement that DCF staff 
needs “increased training,” in the conclusion of the Juan F. case. 

 

Mrs. O’Connor was diagnosed with a learning disability, as was her daughter, and 
had had genetic screening prior to becoming pregnant, Plaintiff KM Dickson  was 
told by a friend of the family.  Plaintiff KM Dickson’s  experience and 
knowledge of Autism and Asperger’s disorder, leaves Plaintiff KM Dickson 
strongly aware that Mrs. O’Connor was misdiagnosed as “mentally ill,” when she 
had Asperger’s disorder, and may have been subject to malpractice, in addition 
to the incompetence of the DCF staff.  This conversation took place in the jail; 
Plaintiff Dickson does not have access to Mrs. O’Connor’s DCF records.  
Plaintiff Dickson’s understanding from reading the news reports online, is that 
Mrs. O’Connor called the DCF herself for assistance.  This assistance was 
denied.  The child is dead, and Mrs. O’Connor is in jail instead of in an 
assisted living arrangement or with assistance for herself and her daughter’s 
learning disabilities [EXHIBIT DD]

 

The primary problem with DCF’s incompetence is never addressed:  The fact  is, 
they don’t appear to understand common English.  If someone says, “Help Me,” it 
doesn’t mean,  “Blow me off,” and it doesn’t mean, “Subject my children to a 
traumatizing kidnapping, and give them to a known –to-DCF, chronic 
genitals-exposing, physically violent to others, maniac (Donald G. Dickson),” 
and it doesn’t mean, “”If I am sick, and sometimes need DCF’s  babysitting 
Respite Care, tell the courts I am insane, kidnap my kids and give them to 
someone known to be a violent person, invent my crimes and throw me in jail.”   
If DCF is not a child welfare agency, they should not advertise as such, and 
mislead the public.  This is a waste of tax dollars, not to mention children’s 
lives."
